The Kit Consulting program
What is it? A Bono de Asesoramiento Digital (digital advisory voucher) that comes with a set amount you must use to contract advisory services.
- How much is the grant? The amount depends on the size of your company: vouchers range from €6,000 to €24,000.
- Who is it for? Small and medium-sized enterprises with 10 to fewer than 250 employees.

What each advisory service includes
Artificial intelligence advisory. An artificial intelligence plan tailored to your company's needs. You'll learn what investment it takes and which steps are needed to adopt it, with priority given to building your own skills in AI techniques.
Advisory level: Basic. Grant amount: €6,000 for each segment (10 to fewer than 50, 50 to fewer than 100, and 100 to fewer than 250 employees).
Activities. The Asesor Digital Adherido (the advisor registered with the program) will:
- Identify the datasets that matter for implementing AI algorithms, so you gain a better understanding of your company's information.
- Advise you on setting up data governance protocols in line with AI regulations, to guarantee that data is valid and truthful wherever AI is applied.
- Review AI tools for data management and make recommendations based on your company's actual circumstances and capacity to invest.
- Guide you on how AI techniques can draw valuable insight from your existing data to drive strategic decision-making.
- Train you in the strategic use of AI techniques for handling data.
- Develop and run a use case tailored to your business, built around applying artificial intelligence.

Data analytics advisory (Basic). A basic data analytics plan tailored to your company's needs. You'll learn what investment it takes and which steps are needed to adopt it, with priority given to building your own skills in data extraction and analysis processes.
Advisory level: Basic. Grant amount: €6,000 for each segment (10 to fewer than 50, 50 to fewer than 100, and 100 to fewer than 250 employees).
Activities. The Asesor Digital Adherido (the advisor registered with the program) will:
- Identify the company data that improves your understanding of the information you already have.
- Review the artificial intelligence tools available for leveraging and visualizing data, and recommend the one that best fits your company's current situation and the investment needed to adopt it.
- Draw valuable information from processing data with artificial intelligence algorithms.
- Advise you on how to make the most of your data with the chosen tool.
- Optionally, advise you on data governance, data management and data quality management processes in line with the Spanish specifications UNE 0077 (data governance), UNE 0078 (data management) and UNE 0079 (data quality management).
- Develop and run a data analytics use case tailored to your business (basic level).
- Identify opportunities or potential uses for AI in data analytics.

Data analytics advisory (Advanced). A more advanced analytics plan tailored to your company's needs. It sets out the investment and the steps needed to put an advanced data analytics system in place, with priority given to establishing, improving, automating and learning the processes for extracting and analyzing data.
Advisory level: Advanced. Grant amount: €6,000 for each segment (10 to fewer than 50, 50 to fewer than 100, and 100 to fewer than 250 employees).
Activities. The Asesor Digital Adherido (the advisor registered with the program) will:
- Identify your company's data, assess its value and evaluate how it can be used alongside other sources.
- Generate and extract valuable information by processing data with artificial intelligence algorithms, to improve data-driven decision-making.
- Advise you so that you understand your company's data and can work with data management tools.
- Optionally, advise you on assessing the capability of your data governance, data management and data quality management processes, following the Spanish specifications UNE 0080 (assessment guide for data governance, management and quality management) and UNE 0081 (data quality assessment guide).
- Develop and run a data analytics use case tailored to your company using artificial intelligence techniques (advanced level).
- Identify opportunities or potential uses for AI in advanced data analytics.

Digital sales advisory. Sets out the investment and the digital marketing techniques, including the use of artificial intelligence technologies, needed to improve your online sales performance. It includes a use case tailored to your company's digital sales area.
Advisory level: Basic. Grant amount: €6,000 for each segment (10 to fewer than 50, 50 to fewer than 100, and 100 to fewer than 250 employees).
Activities. The Asesor Digital Adherido (the advisor registered with the program) will:
- Analyze where your company stands today on digital sales, social media visibility and online presence.
- Raise your employees' awareness of why online selling and digital marketing matter, and of the techniques involved.
- Define a medium- and long-term strategy for online sales and digital presence (social media, SEO, Google Analytics, etc.), using AI-based predictive models.
- Develop and run a digital sales use case tailored to your company, using the appropriate artificial intelligence techniques.
- Identify opportunities or potential uses for AI in digital sales.

Business process or production process advisory. Identifies where your company's current business processes can be improved and optimized, and defines a custom process improvement plan for key areas. Instead of a business process, this advisory service can focus on optimizing one of your production or manufacturing processes. Either way, it draws on artificial intelligence techniques and includes a use case tailored to your business.
Advisory level: Basic. Grant amount: €6,000 for each segment (10 to fewer than 50, 50 to fewer than 100, and 100 to fewer than 250 employees).
Activities. The Asesor Digital Adherido (the advisor registered with the program) will:
- Understand your company's strategic goals, key points and objectives, and align them with a focus on digitalization, the use of artificial intelligence and business process improvement (or, where applicable, the chosen manufacturing process).
- Analyze the business processes you run today to identify possible improvements. For production processes, the chosen manufacturing process is analyzed to identify opportunities for efficiency, quality and continuous improvement.
- Communicate effectively to your employees why process digitalization is strategically important, stressing that it not only streamlines day-to-day work but also makes the company more competitive.
- Provide specialist advice on business process management and artificial intelligence tools, from sales and human resources to project management, highlighting specific solutions to improve efficiency and quality. If you opted for a manufacturing process instead, the advice covers tools and technology to optimize and automate that production process.
- Develop and run a use case tailored to your company, using the appropriate techniques, to optimize a business process or, where applicable, a manufacturing process.
- Identify opportunities or potential uses for AI in business processes or, where applicable, production processes.

Business strategy and performance advisory. A business strategy plan to strengthen your company's competitive position. It covers the investment needed and the right tools, and uses artificial intelligence technologies to sharpen your analytical capacity. It includes a use case aimed at improving your performance and strategy, identifying needs and gaps as well as opportunities to improve your standing against your competitors.
Advisory level: Basic. Grant amount: €6,000 for each segment (10 to fewer than 50, 50 to fewer than 100, and 100 to fewer than 250 employees).
Activities. The Asesor Digital Adherido (the advisor registered with the program) will:
- Analyze where you currently stand on business intelligence in order to assess needs, identify gaps in the use of business intelligence technologies and spot opportunities for improvement.
- Make recommendations for building analytical skills and fostering a decision-making culture based on processing data with artificial intelligence algorithms in today's competitive landscape.
- Advise you on bringing in advanced machine learning, artificial intelligence and data mining techniques and tools, understanding what is specific to your company and aligning it with your business goals.
- Work with you to define a medium- and long-term strategy for implementing and optimizing business intelligence, built around improving performance.
- Design and run a use case that demonstrates how effective competitor analysis techniques are at improving business strategy and performance.
- Identify opportunities or potential uses for AI in business strategy and performance.

“360” digital transformation advisory. The digital transformation of your company, with solutions tailored to your specific needs. It defines the investment required and the strategic measures to apply in each area of impact, for an across-the-board improvement. It also uses innovative technologies such as artificial intelligence to identify opportunities for improvement and optimize the digital transformation process.
Advisory level: Basic. Grant amount: €6,000 for each segment (10 to fewer than 50, 50 to fewer than 100, and 100 to fewer than 250 employees).
Activities. The Asesor Digital Adherido (the advisor registered with the program) will:
- Analyze your existing commercial processes to identify the areas of your company that could benefit from digitalization.
- Design and deliver awareness programs to educate your employees about the strategic importance of digital transformation.
- Assess the tools and technologies you already use and advise you on how to get more out of them and align them with your digital transformation goals.
- Develop a clear, personalized strategy that sets out the goals, timelines and specific steps for digital transformation.
- Establish a framework for continuous innovation and adaptability as digital technologies evolve.
- Develop and run a use case tailored to your business, using the appropriate techniques, that shows the advantages of using digital tools.
- Identify opportunities or potential uses for AI in digital transformation.

Cybersecurity advisory (Basic). A basic cybersecurity plan tailored to your company's specific needs, including a tailored use case. The aim is to put in place the basic documentation for your Information Security Management System (ISMS) under ISO 27001 and Spain's National Security Framework, the ENS (medium-high category).
Advisory level: Basic. Grant amount: €6,000 for each segment (10 to fewer than 50, 50 to fewer than 100, and 100 to fewer than 250 employees).
Activities. The Asesor Digital Adherido's service will enable you to:
- Understand where your company currently stands on risk, identifying the assets and data that matter most to your business.
- Ensure your company's continuity in the face of potential security incidents, minimizing the risk of disruption to the business.
- Have a detailed response plan for security breaches, defining specific protocols and actions in the event of a cyberattack.
- Define and establish, together with you, a personalized cybersecurity strategy for the short and medium term.
- Comply with the security regulations and standards on data protection and information security.
- Prepare the basic documentation for implementing an ISMS (ISO 27001 and ENS medium-high) for a core service offered to clients or to government agencies.
- Develop and run a cybersecurity use case tailored to your company, using the appropriate techniques.
- Identify opportunities or potential uses for AI in cybersecurity.
Cybersecurity advisory (Advanced). You can apply for this advisory service if you already have basic security protection and a cybersecurity plan in place, but want to learn about more advanced protection systems.
Advisory level: Advanced. Grant amount: €6,000 for each segment (10 to fewer than 50, 50 to fewer than 100, and 100 to fewer than 250 employees).
Activities. The Asesor Digital Adherido's service will enable you to:
- Run penetration tests and analyze your company's potential vulnerabilities, with an understanding of the technology and operating environment you work in.
- Put cybersecurity procedures and tools in place for the day-to-day running of your company, so you can prevent threats, detect them and respond to them.
- Proactively protect your company against attacks that target data, improving resilience and the ability to respond to threats.
- Raise your employees' awareness of the importance of cybersecurity and foster an organizational culture centered on cybersecurity and risk management.
- Identify opportunities or potential uses for AI in cybersecurity.
- Develop and run a cybersecurity use case tailored to your company, using the appropriate techniques.

Cybersecurity advisory (Certification readiness). If you already have basic security protection, a tailored plan and the basic documentation structure of an ISMS, the main goal of this service is to help you implement advanced protection systems, drawing on the capabilities of artificial intelligence, and to get you ready to submit your ISMS for certification.
Advisory level: Advanced. Grant amount: €6,000 for each segment (10 to fewer than 50, 50 to fewer than 100, and 100 to fewer than 250 employees).
Activities. The Asesor Digital Adherido's service will enable you to:
- Run penetration tests and analyze your company's potential vulnerabilities, with an understanding of the technology and operating environment you work in.
- Review your cybersecurity policies, plans and procedures, identifying shortcomings and areas for improvement.
- Proactively protect your company against attacks that target data, improving resilience and the ability to respond to threats.
- Raise your employees' awareness of the importance of cybersecurity and foster an organizational culture centered on cybersecurity and risk management.
- Prepare the documentation you need to submit your ISMS for certification for a core service you offer to clients or to government agencies (ISO 27001 and ENS medium-high, per the CCN-STIC 825 guide). Certification not included.
- Develop and run a cybersecurity use case tailored to your company, using the appropriate techniques.

On May 11, 2024, Spain's Official State Gazette (Boletín Oficial del Estado, BOE) no. 115 published Order TDF/436/2024 of May 10, approving the regulatory bases for awarding grants to small and medium-sized enterprises to contract Advisory Services for Digital Transformation under the Agenda España Digital 2026, the Plan de Digitalización de PYMEs 2021-2025 and Spain's Recovery, Transformation and Resilience Plan – Funded by the European Union – Next Generation EU (Programa Agentes del Cambio – Kit Consulting) (hereinafter, the Regulatory Bases).
In this context, Red.es, the public body responsible for awarding the grants of the “Kit Consulting” Program, has launched the Call for grants to contract Advisory Services for the Digital Transformation of small and medium-sized enterprises in Segment A (10 to fewer than 50 employees), Segment B (50 to fewer than 100 employees) and Segment C (100 to fewer than 250 employees) under the Agenda España Digital 2026, the Plan de Digitalización de PYMES 2021-2025 and the Recovery, Transformation and Resilience Plan – Funded by the European Union – Next Generation EU (Programa Agentes del Cambio – Kit Consulting). Its purpose is to support the digital transformation of small and medium-sized enterprises by awarding grants to contract advisory services.
The purpose of this Call is to increase the use of digital technologies and the competitiveness of the entities covered by Article 7 of the Regulatory Bases. The beneficiaries of the grants are selected by direct award through a non-competitive procedure, in accordance with Article 62 of Royal Decree-Law 36/2020, of December 30, applying the criterion set out in Article 16 of the Regulatory Bases and in line with section six of the Call.
The grants under this Call (the right to collect them is referred to, for the purposes of this call, as the “bono asesoramiento digital,” or digital advisory voucher) are direct subsidies awarded through the non-competitive procedure. They consist of cash disbursements intended to finance the adoption of digitalization solutions available on the market whose references are listed in the Kit Consulting Program's Catalog of Advisory Services, governed by Article 12 of the Regulatory Bases.
Beneficiaries will pay the price of the advisory service they contract, from among those included in the Program's Catalog of Advisory Services, by assigning, in part or in full, the right to collect the grant awarded (the “bono asesoramiento digital”) to the Asesores Digitales Adheridos providing the service, who are required to accept it. This assignment of the right to collect the public grant awarded will be agreed, for the corresponding amounts, in the Advisory Service Provision Agreements, when they are formalized, in accordance with Article 30 of the Regulatory Bases.
Once the grant has been awarded, and in order to exercise the right to collect it (the “bono asesoramiento digital”), which takes effect once the grant has been properly substantiated, the beneficiary must select and contract the advisory services available on the market that it wishes to adopt from among those available in the Program's Catalog of Advisory Services.
The maximum total amount of the grants governed by the Call is one hundred fifty million euros (€150,000,000), which may be increased within the available appropriations. It is financed through the Recovery and Resilience Facility, in line with Regulation (EU) 2021/241 of the European Parliament and of the Council, of February 12, 2021, establishing the Recovery and Resilience Facility.
The budget described above, amounting to one hundred fifty million euros (€150,000,000), will be distributed among segments A, B and C as follows:
Segment A, companies with 10 to fewer than 50 employees: €40,000,000
Segment B, companies with 50 to fewer than 100 employees: €60,000,000
Segment C, companies with 100 to fewer than 250 employees: €50,000,000
Red.es will determine which segment the application falls into on the basis of the number of workers registered in the General Social Security Scheme and in the Special Scheme for Self-Employed Workers, or by any other legally valid means, at the time the application is submitted. The maximum grant per beneficiary is as follows:
Segment A, companies with 10 to fewer than 50 employees: €12,000
Segment B, companies with 50 to fewer than 100 employees: €18,000
Segment C, companies with 100 to fewer than 250 employees: €24,000
These grants are open to small and medium-sized enterprises in Segment A (companies with 10 to fewer than 50 employees), Segment B (companies with 50 to fewer than 100 employees) and Segment C (companies with 100 to fewer than 250 employees) whose tax domicile is in Spanish territory and which can prove that they meet the requirements set out in Articles 7 and 8 of the Regulatory Bases and in section two of the Call.
Applications must be made by the legal representative of the applicant entity or by a voluntary representative authorized by it. They may be submitted only through the automated form, which covers the points listed in Annex I of this Call and is available at Red.es's Electronic Office (Sede Electrónica), also accessible from the Acelera Pyme platform (the Spanish government's SME digitalization portal), within the period set out in section twenty-three of the Call, as detailed in Article 27 of the Regulatory Bases. Applications submitted by any means other than the one described in this section will therefore not be accepted. They must be signed by the applicant or by a duly empowered (legal or voluntary) representative of the applicant, using a certificate-based electronic signature. Where the applicant entity is represented jointly, the application must be signed by all the representatives required.
Applications submitted by any means other than the form available at Red.es's Electronic Office will not be accepted.
The beneficiary undertakes to comply with the provisions of both the Regulatory Bases and the Call, as well as with the general legal system.
1. In addition to the electronic application, applicants acting through a voluntary representative must submit the Voluntary Representative Authorization under the “Kit Consulting” Program provided in Annex II of the Call. Authorizations that do not follow this template and/or are not duly completed and signed in line with the electronic signature requirements of Annex V of this Call will not be accepted.
2. Voluntary representatives (including, where applicable, their associated and linked companies) who wish to submit multiple applications using automated systems (robotic process automation), within the limit of five hundred (500) applications per day set out in section four of the Call, must notify Red.es by email at [email protected], completing and signing Annex VI of the Call.
3. Applicants who expressly object to their data being checked ex officio must provide the documentation detailed in Annex I of the Call.
